Target practice

Good to see communities secretary Hazel Blears ushering in a new era of engagement with local people in the latest guidance for local area agreements, issued this week.

Interesting too to see her department trumpeting that local strategic partnerships will now have to agree a maximum of 35 targets with Whitehall.

If memory serves, though, isn't this the same government that put the targets there in the first place, in the wholly laudable (if mistaken) belief that it would improve basic services and bridge the gap between the most deprived communities and the rest?

The 35 stretch targets is only the tip of the iceburg. Along with this will be 17 statutory targets for Childrens Services (incl Education, NEET, etc). Then add the mandatory targets that were imposed on us in the 2007 LAA refresh, plus any local indicators which are specific to our own localities. I think the list could be closer to 70.

This should not distract from the total list of 200 indicators which all local areas will have to measure, the 35 will be selected from this larger list where we will need to indicate a willingness to stretch our work-streams.
